At Global Health EDCTP3, a clear programme logic shows how our activities lead to real-world change and long-term impact.
To ensure we stay on track, we use a robust Monitoring & Evaluation (M&E) framework. It measures progress against our programme logic, provides evidence for decision-making, and ensures accountability to our partners and communities.

1. What needs solving

Monitoring & Evaluation (M&E)
Our results-based M&E system tracks performance from activities to impact, using robust data and sound methodologies.
Monitoring: tracking what matters
- Programme logic: a visual framework showing how activities lead to outcomes and impact, including key assumptions. It is grounded in our Strategic Research & Innovation Agenda (SRIA) and aligned with the mission and goals set out in Council Regulation 2021/2085 establishing the Joint Undertakings under Horizon Europe.
- Indicator list: a structured set of metrics across activity, output, outcome, and impact levels, combining Horizon Europe-mandated indicators with Global Health EDCTP3-specific ones.
- M&E plan: clear guidance on data collection, roles and responsibilities, reporting, and timelines for each indicator.
- Interactive dashboard: a dynamic tool for stakeholders to explore, filter, and combine M&E data across relevant subgroups.
Evaluation: learning for greater impact
- External evaluations commissioned by Horizon Europe at mid-term and programme completion assess overall effectiveness and impact.
- The first interim external evaluation report was published in June 2024.
- Targeted internal evaluations may be commissioned to address specific themes or information gaps identified during implementation.
