How we turn ambition into outcomes
At Global Health EDCTP3, a clear programme logic shows how our activities lead to real-world change and long-term impact.
To ensure we stay on track, we use a robust Monitoring & Evaluation (M&E) framework. It measures progress against our programme logic, provides evidence for decision-making, and ensures accountability to our partners and communities.
Programme logic: our path to impact

1. What needs solving
- High burden of infectious disease and death in sub-Saharan Africa (SSA).
- Insufficient technical and workforce capacity to prevent, detect, and respond.
- Negative impact of infectious diseases on individuals, the economy and society.
- Health systems are interconnected – outbreaks in SSA threaten European and global health security, and vice versa.
2. What we do
- Align funders and partners around a common research and innovation (R&I) strategy.
- Fund projects for research and capacity development on infectious diseases.
- Provide guidance and monitor implementation to ensure quality, policy-relevance and impact.
- Foster global collaboration through networks and knowledge platforms.
- Raise awareness of infectious disease challenges and existing initiatives.
3. What we deliver
- New or improved technologies to combat infectious diseases in SSA and globally.
- Stronger research capacity and regulatory frameworks for clinical research in SSA.
- More co-funding and joint actions to address infectious diseases.
4. Real-world effects
- New or improved technologies are used to test, treat and prevent infectious diseases in SSA.
- Stronger R&I capacity and health systems to tackle infectious disease threats.
- More effective use of public and private investments in infectious disease response.
- Stronger public-private and North-South partnerships in global health research.
5. Our long-term impact
- Reduced socio-economic burden of infectious diseases in SSA.
- Increased health security in SSA, Europe, and globally.
- Progress towards European Union and African Union policy priorities and the Sustainable Development Goals.
Communities supported towards better lives
- Patients and communities in SSA, with a focus on vulnerable populations with major unmet medical needs.
- Healthy communities in the EU, SSA, and globally through improved health security.
- Health researchers and institutional stakeholders in SSA and the EU.
- Product developers, accelerating the path of innovation and development.
Monitoring & Evaluation (M&E)
Our results-based M&E system tracks performance from activities to impact, using robust data and sound methodologies.
Monitoring: tracking what matters
- Programme logic: a visual framework showing how activities lead to outcomes and impact, including key assumptions. It is grounded in our Strategic Research & Innovation Agenda (SRIA) and aligned with the mission and goals set out in Council Regulation 2021/2085 establishing the Joint Undertakings under Horizon Europe.
- Indicator list: a structured set of metrics across activity, output, outcome, and impact levels, combining Horizon Europe-mandated indicators with Global Health EDCTP3-specific ones.
- M&E plan: clear guidance on data collection, roles and responsibilities, reporting, and timelines for each indicator.
- Interactive dashboard: a dynamic tool for stakeholders to explore, filter, and combine M&E data across relevant subgroups.
Evaluation: learning for greater impact
- External evaluations commissioned by Horizon Europe at mid-term and programme completion assess overall effectiveness and impact.
- The first interim external evaluation report was published in June 2024.
- Targeted internal evaluations may be commissioned to address specific themes or information gaps identified during implementation.
